During a meeting of the Committee on the Rights and Interests of Communities and Return, Democratic Party of Kosovo MP Eman Rrahmani said that, under Prime Minister Albin Kurti’s leadership, certain communities were experiencing “positive discrimination.”

He stressed that the executive had allocated more funding to residents of Serb-majority municipalities than to those of Albanian-majority municipalities.
“I want to inform the public that we are dealing with positive discrimination that favors only one community: the Serb-majority municipalities. If we compare the budgets, Zvečan received 1,134 euros per capita, Ranilug 1,046 euros per capita, and Zubin Potok 1,027 euros per capita, while a resident of Pristina is allocated only 381 euros per capita. So Albin Kurti is allocating three times more money per capita to Serbs living in Serb-majority municipalities such as Zvečan, Ranilug and Zubin Potok, and so on, and twice as much as to residents of Albanian-majority municipalities,” Rrahmani said.
Meanwhile, committee chair Fahrush Rexhepi asked the MP to refer to Kurti by his title of prime minister, prompting further debate among members.
“In this case, I am speaking as chair, and I will of course always try to contribute to opening up the discussion. Albin Kurti should know that he is the prime minister, and I think it is more appropriate to address him as Prime Minister Albin Kurti,” Rexhepi said.
The debate intensified further when Alliance for the Future of Kosovo MP Teuta Haxhiu intervened, asking Rexhepi not to act as a government spokesperson.
“The facts are clear. I am also a member of the Budget Committee, and I know that discrimination exists, but it has been concealed through a Constitutional Court ruling concerning work experience. The government knows how to hide these things, and you should not take on the role of spokesperson here. You have the floor just like the rest of us,” Haxhiu said.
Rexhepi rejected the claims, stressing that he had never received instructions or orders from the government.
“You can be absolutely certain that I have never, in my entire life, received a recommendation or been pressured by anyone. I have never asked anyone for an opinion on anything,” Rexhepi said.
