Political clashes hold up the constitution of the Assembly as an institutional solution is sought

Kosovo’s institutions are facing a deadlock caused by disagreements among the parliamentary parties. The election of the Assembly’s deputy speakers and the procedure for electing the new president remain pending a political agreement.

Gazmend Halilaj, a member of the Guxo Movement, told “Bota sot” that the opposition should not obstruct the work of the Assembly and that party interests cannot be placed above the functioning of the country’s institutions.

According to Halilaj, the Assembly must not be used as a venue for political bargaining, while the will of the citizens, expressed through their vote, must be taken into consideration and respected.

He said the new blockade was linked to disagreements over the election of deputy speakers from the ranks of the PDK and LDK. According to him, this shows that the old parties continue to treat the Assembly as a space for calculations and party deals, instead of seeing it as an institution serving the citizens.

Halilaj said that the Vetëvendosje Movement, which received the citizens’ trust in the elections, bears responsibility for advancing the work of the institutions. At the same time, he called on the opposition to act constructively and not use institutional procedures for political obstruction.

He stressed that an entire state cannot be held hostage because of the ambitions of several parties for posts and positions in the Assembly.

According to him, the solution must be based on the Constitution and the Rules of Procedure of the Assembly. Halilaj underlined that citizens have delivered their message through their vote and that responsibility for finding a solution lies with the political parties, not the citizens.

Analyst Gani Qarri also spoke to “Bota sot” about the situation. He sees the current crisis as a result of disagreements over the Assembly’s deputy speakers, as well as the lack of agreement on the election of the country’s president.

Qarri referred to statements by several PDK and LDK representatives about not working together with Prime Minister Albin Kurti and the LVV. He also criticized the Serb List’s position on the candidacy for Assembly deputy speaker.

According to the analyst, these positions, together with the Serb List’s claim that it is proposing the candidate of the “Serbian people” for deputy speaker, have temporarily prevented the election of the deputy speakers and the completion of the constitution of the Assembly. Qarri described the statement about “Serbian sovereignty” over the independent state of Kosovo as provocative.

He said that the lack of an agreement on the new president is directly affecting the vote on the deputy speakers as well, making the constitution of the 11th legislature more complicated. Qarri said that, despite the efforts of Prime Minister Kurti and the party that won the elections, there is still no agreement among the parliamentary segments on the president and, consequently, on the candidates for deputy speakers either.

Qarri warned that if the blockade continues and no solution is found for the constitution of the Assembly, while no agreement on the new president is reached by October 6, 2026, Kosovo may be forced to hold early elections again. According to him, such a development would seriously damage the budget and the image of Kosovo’s fragile state.

To avoid a further escalation of the crisis, the analyst called on the political parties to cooperate and take the constitutional steps needed to complete the constitution of the Assembly.

He also called for the election of a consensus president, with the aim of creating stable institutions and ensuring that the Republic of Kosovo continues moving forward.

In conclusion, Qarri claimed that anxiety over the law, personal envy, party and group grudges, as well as fear of the operationalization of the Bureau for the Confiscation of Unlawfully Acquired Assets, may be behind the delay in the process. According to him, after the state institutions are established, this Bureau is expected to become operational and begin its first actions against those responsible.
