VLEN has submitted a bill to convert the employment of all people who meet the legal criteria and work in the public institutions covered by the initiative into permanent positions.
According to MP Zeqirja Tahiri, the initiative covers various forms of employment, including fixed-term contracts, contracts for services, copyright contracts, employment through agencies, and other contractual arrangements for performing work.

Tahiri said that, once the law enters into force, institutions will have 90 days to sign the relevant contracts or issue employment decisions. He added that the proposal also provides for protecting employees from having their contracts terminated during this period, except in cases where contractual obligations are breached. The aim, he said, is to ensure that employees have security until the process of changing their employment status is complete.
DUI MP Diana Toska voiced reservations about the proposal to convert temporary contracts into regular employment. She warned that the measure could be used for party-affiliated hiring and to place people close to those in power in jobs.
Diana Toska said DUI’s concerns were heightened by the fact that, at the same time, the parliamentary majority is creating mechanisms that could lead to the termination of administrative employees’ employment.
The bill is expected to be referred to Parliament for review. It remains to be seen whether it will provide stability for employees on temporary contracts or spark new debate over how it is implemented.
