Calvados Prefect David Clavier said the final toll was one dead, seven people in critical condition and three others seriously injured.
A police source cited by AFP said the incident followed an argument. The driver was later arrested in Ouistreham, about 20 kilometres from Caen.
The suspect is 26 years old and was born in Russia. According to Prefect Clavier, he was not known to intelligence services and had previously attracted police attention only for traffic violations.
Investigators have begun work to clarify all the circumstances of the incident, while security camera footage is also being examined as part of the investigation.
