The Parliament of Albania has responded to Gazment Bardhi, head of the Parliamentary Group of the Democratic Party, regarding the request to establish a parliamentary investigative committee into the activities of the company “KAYO” sh.a.

The document, obtained by Top Channel journalist Muhamed Veliu, clarifies the procedural steps followed in reviewing the request.
According to the Parliament’s letter, the matter was discussed at the Conference of Chairpersons on September 17, 2026. During the meeting, no agreement was reached on the committee’s constituent elements.
For this reason, the decision on the request falls to the plenary session, in accordance with the legal provisions.
“Although consensus was not reached at the Conference of Chairpersons on the committee’s constituent elements, the matter, according to the law, is referred to the plenary session for a decision,” the Parliament’s response states.
The institution explains that the Conference of Chairpersons had agreed that the request would not be included on the agenda of the September 24 session, but would instead be reviewed at the next plenary meeting.
The letter emphasizes that the following week, pursuant to Article 40/1 of the Parliament’s Rules of Procedure and based on the work program and calendar, was not suitable for the deputies’ electoral activities.
The response also refers to the session of October 5, 2026, which, under the same article, has been specifically scheduled to discuss the issues identified during the week of electoral activities.
