The proposed bill seeks to significantly limit the powers of the Specialist Chambers by defining the period covered as running from July 1, 1999, to December 31, 2000. At the same time, offenses that are not directly related to the allegations presented in the 2011 Council of Europe report would fall outside the jurisdiction.

Under the proposal, the maximum sentence would be 15 years in prison. Meanwhile, cases that would not fall under the new jurisdiction would be transferred to Kosovo’s judicial system.
Convicted individuals would have the opportunity to serve their sentences in Kosovo. The bill also provides for the right to appeal to the Supreme Court on jurisdictional matters, as well as the possibility of a presidential pardon for final sentences.
However, the bill’s entry into force would not mean the immediate annulment of existing judgments or the automatic release of individuals who have already been convicted.
