The Special Court of First Instance has decided to return the criminal case file of Elvis Roshi, the former mayor of Kavaja, to the Special Prosecution Office, requesting that the investigation into the charge of abuse of office be deepened.
Judge Rudina Palloj made this decision after the conclusion of the preliminary hearing, where she heard arguments from both sides and asked the prosecution to formulate the criminal charges more clearly. The prosecution had previously been given the opportunity to correct the manner in which the charges were brought.

During the proceedings, Mr. Roshi’s legal representative, lawyer Andi Skënderi, raised concerns about the manner in which the investigation was conducted, its duration, and whether the filing of charges complied with the procedural deadlines set by law.
The specific reasons for the tasks the court has assigned to SPAK were not immediately made known, as the parties will only learn them after the full decision is published.
According to the investigation, Mr. Roshi is suspected of illegal actions during two tendering processes held in 2014, one of which involved the city cleaning contract. The High State Audit, through an audit, has reported that these actions caused a financial loss of approximately 33 million lekë.
