Footage shows the moment when 18-year-old Arvin Fregjaj stabbed 32-year-old Vildan Këpeca inside the premises of the Shkodër polyclinic.
The confrontation occurred at around 11:30 a.m. and, according to investigators, began over trivial motives related to the queue at the polyclinic.

Following the incident, police arrested Arvin Fregjaj, while his father, Agron Mehmetaj, was also taken into custody on suspicion of collaborating in the stabbing. The 18-year-old faces charges of attempted premeditated murder committed in collaboration, “unauthorised possession of a bladed weapon” and “disturbing public peace”. Agron Mehmetaj is charged with attempted premeditated murder committed in collaboration.
Meanwhile, the injured man’s brother, 41-year-old Arben Kepëca, after Vildan Këpeca was stabbed, took a pistol with a round in the chamber and set off on foot to find the suspected perpetrator. Alerted in time, police intervened immediately and stopped him before the confrontation could escalate further.
During the officers’ intervention, the 41-year-old attempted to flee and threw away the firearm, but he was subdued and arrested in the act. The pistol, along with live ammunition, was seized as material evidence.
