“Public trust is not built by asking citizens to trust institutions. It is built when institutions demonstrate, through their decisions and conduct, that they deserve this trust.” – Yll Buleshkaj
He emphasized that asset declarations and verification, the prevention of conflicts of interest and ensuring effective protection for whistleblowers are important tools for increasing transparency and accountability. According to him, these mechanisms should not remain merely at the level of formally fulfilling legal obligations, but should produce tangible results in the fight against corruption and in improving the way institutions operate.
Buleshkaj also called for the creation of an institutional climate in which concerns can be reported without fear and addressed responsibly. In this context, he highlighted responsible leadership, effective oversight and the impartial enforcement of the law.
The KosovaPAR 2026 conference was organized by the Ministry of Digitalization and Public Administration and was held on October 28 and 29 in Pristina. Its theme was “Public value and the common good: people, trust and digitalization.”
