The Assembly of Kosovo will hold an extraordinary plenary session today, October 5, 2026. The proceedings will begin at 9:00 a.m., with a total of 22 items on the agenda, including legal matters, financial agreements, appointments to boards and institutions, as well as draft laws on justice, energy, innovation and the budget.

Lawmakers will begin their review with amendments to the Law on the Specialist Chambers and the Specialist Prosecutor’s Office.
Another issue expected to be addressed is the ratification of the Loan Agreement between the Republic of Kosovo and the French Development Agency, concluded for the 21st Mediterranean Games Project in Kosovo.
According to the Assembly’s announcement, the session will also consider amendments to Kosovo’s financial agreements with the European Union for the IPA 2021 and IPA 2022 programs. The agenda also includes the Financial Agreement for the IPA Multiannual Program 2026–2027.
The agenda also includes the election of two members of the Board of the Energy Regulatory Office, the chair of this board, the Auditor General of the Republic of Kosovo, as well as the selection of two non-executive members of the Board of the Central Bank of the Republic of Kosovo.
Among the draft laws to be reviewed is the one on the State Bureau for the Verification and Confiscation of Unjustified Assets. The amendments to the Law on the Prevention of Money Laundering and Combating the Financing of Terrorism are also expected to be addressed, as is the draft law regulating the recruitment, performance evaluation, integrity checks and status of judges and prosecutors.
Lawmakers will also discuss amendments to the laws on the Kosovo Prosecutorial Council and the Kosovo Judicial Council. The list of items for review also includes the Draft Law on the Disciplinary Liability of Judges and Prosecutors and the Draft Law on the Academy of Justice.
The session will also include draft laws on Energy, Electricity, Innovation and Entrepreneurship, as well as the law on late payments in commercial transactions. The agenda also includes amendments to the Law on Budget Allocations for the Budget of the Republic of Kosovo for 2026 and the Draft Law on Water Resources Management.
Before the plenary session begins, at 8:00 a.m., the Committee on Legislation will meet to review the draft law. The meeting was confirmed by the committee’s chair, Vigan Qorrolli.
