PDK Secretary-General Vlora Çitaku, speaking at a press conference, accused Avni Dehari, who is chairing the constitutive session, of failing to act in accordance with the Constitution, Constitutional Court rulings and the Rules of Procedure of the Assembly.

According to Çitaku, Dehari is following the political will of his party instead of complying with his constitutional and procedural obligations. She said this was not the first violation, recalling that the Assembly was initially not constituted within the 30-day deadline set by the Constitutional Court. Subsequently, she said, the requirement for the constitutive session to resume every 48 hours was not respected, while a request to convene it submitted by the PDK has now also been rejected.
The PDK MP stressed that the functioning of Kosovo’s institutions cannot depend on the will of a single political party. According to her, this is not an isolated procedural incident, but a recurring pattern of political conduct in which the Constitution is respected only when it suits one party.
Çitaku described placing the interests of a party above the Constitution, the rules and the institutions as unacceptable. She said such conduct amounts to the practical suspension of the constitutional order and democracy.
Speaking about the situation in the legislature, Çitaku said the Assembly is effectively closed and that MPs are being denied the opportunity to exercise their mandates. She emphasized that these mandates were not granted by Albin Kurti or the Vetëvendosje Movement, but by the citizens of the Republic of Kosovo on June 7.
The PDK secretary-general clarified that her party is not seeking power or any political agreement for itself, but rather a functioning state. She said another request for a session would be submitted after 48 hours, while the PDK’s activities would not be confined to the institution. According to her, these activities will also extend beyond the Assembly through broader forms of political, democratic and civic mobilization.
Çitaku said discussions would be held with citizens and representatives of different segments of society, including students, doctors, businesspeople and entrepreneurs. She said the political chaos and what she called constitutional anarchy affect everyone.
According to her, the issue is not limited to taking the oath or electing the speaker and deputy speakers of the Assembly, as the state is at an impasse. Çitaku said the PDK would not allow this situation to continue and would be active every day in the coming days.
She announced that PDK representatives would be at the Assembly every day and that the official request would be resubmitted to Avni Dehari. Çitaku added that they would be waiting at the Assembly tomorrow, while other activities would also be organized.
During the day, MPs from the PDK and the Alliance called on the Vetëvendosje Movement to convene the continuation of the constitutive session. Several incidents involving physical shoving were reported during this period between MPs from the former opposition parties and those from the Vetëvendosje Movement.
