New Electric Scooter Rules Come Into Force: Minimum Age 18, No Passengers, Helmets Mandatory

Amendments to the Law on Road Traffic Safety officially came into force today, bringing stricter restrictions for the circulation of electric scooters.

Under the new provisions, the minimum age to operate these vehicles has been raised from 14 to 18. Additionally, the maximum permitted speed on bicycle lanes and paths will be 20 kilometers per hour, while the limit of 6 kilometers per hour remains in effect on sidewalks, pedestrian zones, and shared spaces.

Electric scooter users are now required to dismount and push the vehicle by hand when crossing roads or pedestrian crosswalks where a dedicated bicycle path or lane is missing. Likewise, the law expressly prohibits transporting a second person; in the event of a violation, both the driver and the passenger will face penalties.

Wearing a protective helmet is now mandatory for every driver, without exception. Similarly, the use of a reflective vest remains compulsory at night or in conditions of low visibility.

The new law also stipulates harsher sanctions. In addition to monetary fines, the temporary seizure of the electric scooter for a 30-day period will be applied for certain violations. If the offender is a minor, legal responsibility will fall on their parents or guardians.
