Growing pressure on the prime minister in Westminster has led Andy Burnham to be increasingly seen as the leading name to succeed Keir Starmer at the head of the Labour Party and the British government.
At the same time, Burnham’s team has been working for weeks on the next governing programme. Policies have been drafted in areas such as housing and transport, while options for increasing public borrowing in certain sectors are also being examined.

However, people close to him acknowledge that the preparations are still not sufficient on several key issues, including defence, energy and the social welfare system.
Sources close to Burnham’s staff have indicated that preparations to take control of Downing Street have not yet been completed. According to them, there is a possibility that Starmer could remain in office until the autumn, so that the new team is given more time to get organised.
However, other figures close to Burnham do not see this development as likely. They believe that, if he remains the only candidate for the post, he could take office as prime minister as early as July.
