The request addressed to the Speaker of Parliament and the members of the Secretariat for Procedures, Voting and Ethics states that serious incidents occurred at the start of the plenary session on October 22, 2026. According to Socialist lawmakers, the incidents involved insults, provocations and physical attacks by opposition lawmakers, disrupting order and the normal conduct of parliamentary proceedings.
According to the Socialist Party, as the agenda was being read, lawmaker Flamur Noka approached the lectern, struck it and damaged the microphone. He is then alleged to have used insulting language toward the Speaker of Parliament.
According to the request, these actions were followed by the support of other opposition lawmakers. During the vote on Parliament’s calendar and program, Belind Këlliçi stated his opposition on behalf of the Parliamentary Group of the Democratic Party, while the lectern remained blocked by him and other opposition lawmakers. In accordance with procedure, the Speaker of Parliament gave the floor to Taulant Balla, head of the Parliamentary Group of the Socialist Party.
The Socialist Party claims that Këlliçi did not leave the lectern, but instead tore out its equipment and continued striking it with the equipment. When Taulant Balla began speaking, Flamur Noka allegedly physically attacked Socialist lawmakers by throwing water bottles.
The request identifies lawmakers Ervin Hoxha, Arkend Balla, Fadil Nasufi, Agron Malaj and Bujar Rexha as having been attacked and insulted during the vote. It also accuses lawmakers Gjin Gjoni, Bardh Spahia, Albana Vokshi, Elda Hoti, Xhelal Mziu, Gent Strazimiri, Enno Bozdo, Kastriot Piroli, Kliti Hoti, Flamur Hoxha, Arjan Ndoja, Ivi Kaso, Zija Ismaili and Blendi Himçi of participating in blocking the lectern, preventing the normal conduct of the session.
The Socialist Party considers the conduct of the lawmakers in question to constitute serious violations of parliamentary ethics and discipline. It says their actions damaged the authority of Parliament and obstructed the regular exercise of parliamentary activity, while the blocking of the lectern, tensions and constant noise from other opposition lawmakers made the voting process more difficult.
