An international conference is being held in Pristina on “Implementing the Kosovo–Denmark agreement on the transfer of prisoners to Kosovo: legal challenges, human rights and operational issues.” The event was organized by the Kosovo Rehabilitation Centre for Torture Survivors (KRCT).
Feride Rushiti, executive director of the KRCT, said the agreement between Kosovo and Denmark entered into force in June 2024. It provides for 300 prisoners from Denmark to be transferred to the Detention Centre in Gjilan.

She explained that the agreement has now entered the implementation phase, while the transfer of prisoners is expected to begin during 2027.
“Kosovo is facing a new reality following the entry into force of this agreement in June 2024. Under the agreement, 300 Danish prisoners will be transferred to the prison in Gjilan, making Kosovo their host country at the Detention Centre in Gjilan. Although implementation of the agreement has begun, their transfer is expected to start in 2027,” Rushiti said.
First Deputy Minister of Justice Genc Nimoni stressed that fulfilling the agreement requires more than making a correctional institution operational. It also requires suitable infrastructure, professional staff and proper organization, he said.
“The agreement between the Republic of Kosovo and the Kingdom of Denmark on the use of the Correctional Institution in Gjilan to enforce Danish sentences represents an ongoing commitment by both countries. Its ratification by the Assembly of the Republic of Kosovo laid the foundation for cooperation. However, implementation is not limited to making a correctional institution operational, as it requires preparing the infrastructure, engaging professional staff and ensuring proper organization, above all guaranteeing respect for human rights,” Nimoni said.
The conference discussions have focused on legal challenges, safeguarding human rights and the operational aspects of implementing the Kosovo–Denmark agreement.
