From September 19 to 23, Tirana is hosting the 42nd meeting of the European Chapter of the FBI National Academy Associates (FBINAA), bringing together security officials and specialists from the US and Europe.

The agenda obtained by Euronews Albania covers a wide range of issues related to security and combating crime. These include organized crime, terrorism, online extremism, the “764” group, the use of drones, cybercrime, tracing criminal proceeds, asset seizures, narcotics and extraditions.
Representatives of institutions from Albania and the US are taking part in the event. The program includes the participation of senior officials from the State Police, SPAK, the National Bureau of Investigation (BKH) and the Prosecution Office. The US side is also represented by Spencer Horn, Deputy Assistant Director at the FBI, and Brendan Collins, the FBI attaché in Sofia.
The fight against organized crime
The proceedings open with a discussion of measures against organized crime and the experience of the Budapest Organized Crime Task Force, which marks 25 years of cooperation.
The discussions also include the US Joint Terrorism Task Force model, through which several agencies pool their resources to investigate terrorist threats.
Meanwhile, the Albanian representatives will address issues related to cross-border crime and illegal migration.
The online group “764”
Particular attention will be paid to the “764” group, which US authorities have linked to online criminal activity and forms of violent extremism.
An FBI official from Berlin will give a presentation titled “Nihilistic Violent Extremism and 764.” Participants will then examine emerging forms of violent extremism and Albania’s experience in confronting them.
FBI expertise on drones
The conference also includes a session dedicated to drones. Specialists from the FBI Laboratory Division will present the technologies used in their examination and analysis.
Following this presentation, the focus will shift to cybercrime and international coordination in combating criminal groups.
Tracing criminal proceeds
Tracking proceeds generated through criminal activities is another key issue at the meeting. In this context, the role of financial intelligence in the fight against organized crime will be analyzed.
The agenda also includes the topic “From Confiscation to Public Good,” which addresses ways in which seized and confiscated assets can be used to serve public purposes.
BKH presents narcotics investigation
A specific narcotics case investigated by the National Bureau of Investigation has also been included in the program. The case will be presented by Eduart Kaloshi, an investigator with the BKH.
Alongside the theoretical discussions, participants will also share experiences gained during specific investigations.
Extradition procedures
The closing day will focus on extraditions and international cooperation. The discussions will address the procedures applied by Albania, the difficulties encountered in practice and forms of cooperation with other countries.
