According to Judge Charles Smith, Thaçi was a key member in implementing this purpose.
According to the judge, Thaçi and the other accused appointed loyal individuals to various positions in order to maintain control within the KLA throughout the relevant period, Smith added.
According to him, many of these individuals committed crimes or were aware that they were being committed.
“The accused acted together for a common criminal purpose. Their plan was to be implemented down to the lowest levels of the hierarchy. Many individuals committed crimes or were aware of the crimes. Mr. Thaçi took part in and encouraged the crimes in various ways. Thaçi personally took part in committing the crimes. He was aware of the detention and arrest of several individuals and took no measures to prevent them,” the chief judge read.
