At the height of the mass protests that have engulfed the country, with students and citizens demanding the departure of Prime Minister Edi Rama, a storm of resignations is expected to hit the state administration.
A total of 132 heads of institutions and agencies subordinate to the ministries have been ordered to submit their resignations, in a move that comes precisely as pressure on the government has intensified significantly.

While protesters in the streets of Tirana and other cities are demanding the resignation of the head of government, Rama has chosen to seek the departure of the heads of institutions subordinate to the ministries.
This move raises questions as to whether the directors are being made political “sacrificial lambs” to ease public dissatisfaction and avoid the pressure that protesters are exerting directly on the prime minister.
According to sources, the order was issued as part of a process to evaluate and renew the administration. The heads of institutions subordinate to the Ministry of Health and the Ministry of Education, as well as the State Police, have been excluded from this process.
According to the lists of institutions, the Ministry of Culture, Youth and Sports has the largest number of subordinate structures, with 31 institutions included in this process.
In second place is the Ministry of Infrastructure and Energy, with 21 institutions, while the Ministry of Foreign Affairs has the smallest number, with only three agencies.
However, a resignation does not necessarily mean final removal from office. According to sources, each head must submit, along with their resignation, a detailed report on the work carried out during the period in which they led the respective institution.
This document will serve as the basis for evaluating each director’s performance and determining whether they may reapply for the same position.
The review of the files and evaluation of the candidates will be carried out by the new Ministry of Public Administration, headed by Adea Pirdeni.
This means that some of the heads who have been ordered to resign today may return to the same posts if they pass the evaluation process.
