Special Court publishes ruling on Thaçi, including defense request and verdict date

The Kosovo Specialist Chambers in The Hague have announced their latest ruling in the case against former President Hashim Thaçi and his co-defendants, concerning the admission of a witness’s testimony.

On October 19, the Specialist Court published a redacted version of a ruling issued in October 2025 as part of the war crimes proceedings against Thaçi and the others.

The Trial Panel rejected Thaçi’s defense request that the witness’s statement be used only as written evidence, without the witness appearing to be questioned in court.

The judges reasoned that the statement included information about direct actions by some of the accused, as well as elements relating to the credibility of witnesses who had previously testified in the proceedings.

For this reason, the Trial Panel found that the witness had to be available for questioning by the opposing party. According to the judges, this was necessary to ensure the fairness of the proceedings and prevent prejudice to the parties.

As a result, Thaçi’s defense was asked to provide the necessary information to enable the witness to appear in court, rather than having the statement admitted only in written form.

The Specialist Court also announced that a verdict is expected on November 17 in the case against Thaçi and the others concerning allegations of attempted interference with witnesses.

This is a separate trial and is not related to the war crimes case against the former president and the others.
