SPAK chief Klodian Braho told Prime Minister Edi Rama at a meeting of the National Security Council that SHISH, led by Vlora Hyseni, had engaged in illegal wiretapping of family members of two prosecutors investigating the AKSHI case, in the service of Ergys Agasi.

According to the report, Braho explained to Rama and the other council members that the wiretapping of close family members was intended to put pressure on the special prosecutors investigating suspected abuses at AKSHI.
The case is being investigated by prosecutor Bledar Maksuti, who was later joined by Altin Dumani.
According to a SPAK statement dated December 16, 2025, the investigation uncovered suspicions of an organized criminal group that favored preselected companies by tailoring tender criteria and using violence to force representatives of competing companies to withdraw their appeals.
The scheme also involved formal participation in tenders, fictitious invoices and transfers to companies outside the tendering procedures.
Ergys Agasi is the main person under investigation in the case.
