Kosovo President Justina Shiroka-Pula has called for Constitutional Court decisions to be implemented and not treated personally, even when they have political consequences.
Speaking at a ceremony organized to mark the 17th anniversary of the establishment of the Constitutional Court, she said that the autonomy of this institution represents more than a legal requirement. According to her, it is an essential safeguard for democracy, the rule of law and citizens’ rights.

The president emphasized that the Constitution defines the limits on the exercise of power and guarantees that citizens’ rights are not determined by the will of public officials. “No one is above the law,” Shiroka-Pula said.
She stressed that the importance of the Constitutional Court grows particularly during political crises, when institutions face pressure and constitutional principles are challenged. In such circumstances, she said, the value of independent courts becomes evident, as they ensure that power is exercised within the limits of the Constitution.
Shiroka-Pula said that, for Kosovo, as a new state, this court has a special role. “Constitutional Court decisions are respected and not personalized, regardless of their political effects,” she declared.
During her speech, the president also referred to Germany’s Federal Constitutional Court, similar European institutions and the expertise of the Venice Commission. She presented these models as sources for legal dialogue and for improving the standards that protect the constitutional order.
According to the president, a democracy is not judged by the absence of limits on power, but by the willingness to respect them. She added that institutions’ respect for the Constitution increases the security of citizens’ rights and strengthens democracy.
Her speech was delivered on a day when a decision on the Law on Specialist Chambers is expected. The deadline for the president to decree the law or return it to the Assembly ends tomorrow.
