Adnan Rrustemi, a Vetëvendosje Movement MP, reacted to the return to the Kosovo Assembly of the law amending and supplementing the Law on Specialist Chambers. The law was returned at the request of the Democratic Party of Kosovo (PDK), which had launched the initiative.
Rrustemi expressed hope that PDK, as the law’s sponsor, would take the necessary steps without delay to bring it back to the Assembly and secure its approval as soon as possible.

According to him, procedurally, the return constitutes a refusal to allow the law to enter into force. The Assembly has two options: vote again on the unchanged text with a majority of 61 votes, or restart the process as a legislative initiative.
The amendments were proposed by PDK’s parliamentary group and presented to the Assembly by Përparim Gruda. The bill received 91 votes at its first reading on October 5 and was finally adopted on October 6 with 88 votes. On October 22, at PDK’s own request, President Justina Shiroka Pula returned the law to the Assembly for reconsideration.
