New details have emerged about Prime Minister Edi Rama’s request for the resignation of the heads of state agencies reporting to ministries, both in Tirana and across the country. As reported last night, ministers were notified on Thursday afternoon that they should request the resignations of the directors of these institutions. However, their departure at this stage is procedural and does not mean they will leave office immediately. The heads of these institutions will continue working while the process unfolds in two phases.
First, ministries must formally collect the resignations in writing. In the second phase, each director’s performance will be assessed to evaluate the work they have done and whether they should remain in office. So far, the government has made no official comment on the process.

However, according to Top Channel, the initiative is linked to Rama’s aim of establishing meritocracy in public administration. The process is also seen as a step paving the way for the role of Public Administration Minister Adea Pirdeni, whose appointment was approved by parliament and who was sworn in at the presidency.
The process involves more than 130 heads of institutions and agencies at the central and local levels. The list includes bodies reporting to the ministries of Energy and Infrastructure, Agriculture and Rural Development, Economy and Innovation, Interior, Tourism, Culture and Sport, Foreign Affairs, Finance, Defence, Justice and Environment, as well as institutions reporting to the Prime Minister’s Office.
