Opposition criticizes the lack of a government plan, while LVV says the document will be approved soon

The governing program and work plan of the Kurti government have still not been presented, although the legislative agenda has been approved. The opposition views the absence of documents outlining the executive’s priorities and objectives as a sign that the country is being governed without a clear vision. Government representatives, meanwhile, attribute the delay to the institutional deadlock and announce that the documents will be approved in the near future.

Burim Ramadani, a lawmaker from the Alliance, told KosovaPress that the absence of a work plan was also repeated during the previous term. According to him, decisions were made without prior planning and in the interests of the party.

He also noted that, in his view, legislative initiatives are not based on political objectives set by the government, but are mainly emerging from the administration and professionals within state institutions.

Ramadani: The executive has no work plan or clear objectives

“Unfortunately, we have seen this government complete an entire term without a work plan. Decisions were also made on a case-by-case basis, according to party interests and objectives. The same situation is being repeated now. There was no presentation at the beginning; the work plan, clarity and defined objectives are missing. Meanwhile, there are many ideas for laws that appear to have come mainly from the administration, rather than from the political level. If the legislative plan is examined, it is clear, in my assessment, that the proposals were drafted by professional and administrative staff, but were not presented as the government’s political goals and objectives. A government must clearly show how it envisions Kosovo after four years, at the end of its term, and derive from that vision the objectives, laws, actions and decisions that need to be undertaken. This is missing. The cause is an outdated ruling class. The policy being pursued by Mr Kurti and the government is outdated in its mindset because it does not respond to innovative developments or to the demands and needs of Kosovo’s young people,” he said.

Meanwhile, Arbërie Nagavci, chairwoman of the LVV Parliamentary Group, said that the governing program and work plan are expected to be approved soon.

Nagavci said the delay came after the institutional blockade and that the Assembly had resumed work only recently. She added that the government would continue with its earlier commitments, noting that the legislative agenda had already been approved.

Nagavci: The program and work plan will be approved soon

“The government has already approved the legislative agenda, and I believe that very soon we will also approve the governing program and work plan. We also carried out such work during the months when the Assembly was not functioning. Only two weeks have passed since the election of the president and the resumption of the Assembly’s work. This situation was created by the deadlock caused by the opposition. We will continue implementing the plan, which does not differ significantly from what was previously presented, since nothing has changed either in governance or on the ground.”

KosovaPress also sought a response from the Government of Kosovo on the matter, but received none.

Vullnet Bugaqku, a researcher at the Kosovo Democratic Institute (KDI), also expressed concern about the large number of legislative initiatives.

According to him, the Assembly is reviewing more than 65 draft laws in the first reading, including initiatives carried over from the previous legislature and new proposals. Bugaqku questioned whether the Assembly and its committees have the capacity to complete all the reviews during the current session.

Bugaqku questions whether the Assembly will review all draft laws during the autumn session

“There are many draft laws left over from the previous legislature, along with several new initiatives, work on which began some time ago. This represents a large volume: more than 65 draft laws are at the first-review stage, so the agenda is overloaded. I cannot say whether the parliamentary committees and the Assembly, together with the lawmakers, will manage to complete all of them by the end of this session. It must be kept in mind that these are not isolated cases, and draft laws are not always approved within the deadlines,” he said.

The Kurti 4 government was formed on September 13, 2026, after Albin Kurti was elected prime minister and the Kosovo Assembly voted in the new government cabinet. Before lawmakers, Kurti also presented the government program address.

However, until October 6, political uncertainty continued because of doubts surrounding the election of the president. Justina Shiroka-Pula was elected president at midnight on October 6.
