The incident took place on June 14 in Senatobia, an area near Memphis, after police received a report of a possible robbery. The child’s mother, Velesiya Wiley, was in the vehicle with her friend, Latoya Ferrell.
The video released to the public shows officers blocking the car’s path and shouting at the two women to stop. The driver then makes a sudden move toward the officers, prompting them to open fire. One of the bullets fatally struck the child.
Police records show that Wiley had lifted the baby into her arms specifically to alert officers that a child was in the vehicle. The official documents also name Officer Hunter Foster, who fired at the car, killing one-year-old Cohen Wiley and wounding Ferrell.
Mississippi investigators, who took over the case, said the woman driving the vehicle had endangered one of the officers by driving toward him.
Meanwhile, the state’s attorney general, Lynn Fitch, concluded that the police shooting was lawful.
But Ben Crump, the civil rights attorney representing the victim’s family, released the findings of an independent forensic examination. According to the report, the bullet struck the baby from the side of the car rather than the front, casting doubt on the official account of the incident.
