Offers and Red Lines in the LVV-LDK Dialogue: What Is Hindering the Agreement?

The institutional deadlock caused by the latest parliamentary elections remains one of the most serious political obstacles in Kosovo, as efforts to find a solution that would enable the formation of institutions have still not yielded tangible results. Attention is focused on the contacts and negotiations between the Vetëvendosje Movement and the Democratic League of Kosovo, two political forces seen as cornerstones in any possible scenario to overcome the current blockade.

Statements by the acting president, Albulena Haxhiu, have once again put this discussion process at the center, signaling that communication between the parties has not been entirely interrupted. She indicated that during the meetings, several options for ending the crisis were analyzed, but an agreement on creating new institutions has not yet been reached. These claims have generated different readings in public and political arenas, raising questions about whether there is real willingness to compromise or whether the gap between the parties remains the main obstacle to a deal.

In circumstances where the state continues to operate without new consolidated institutions, every signal from the negotiating table is considered weighty for the political future. However, it is unclear whether the contacts held so far will materialize into a concrete agreement or remain merely unsuccessful attempts, thereby deepening the institutional paralysis even further.

Do Albulena Haxhiu’s words testify that there is still ground for a political pact between LVV and LDK, or are the parties already far from any compromise?

Halili: Continuity of Dialogue Is an Encouraging Signal

Regarding this issue, professor Nijazi Halili emphasized to “Bota sot” that Haxhiu’s latest statements signal that there is readiness for a possible agreement between the two parties in question.

“Albulena Haxhiu’s statement suggests that the negotiation process between LVV and LDK is not over, but at the same time shows that we are not yet at a point where a full political compromise can be discussed. The fact that various alternatives have been examined is an indicator that there is willingness to keep the communication alive, but the lack of a final agreement proves that fundamental issues continue to divide the parties.”

According to him, it is an encouraging development that the parties remain in dialogue to overcome the created situation, because further deepening of the blockades would bring consequences for the state and the functioning of institutional mechanisms.

He expects political factors to negotiate continuously and build a framework for an agreement that suits both sides.

“In such contexts, public statements often serve as a negotiating tool. They aim to keep alive the perception that the dialogue is moving forward, avoiding the idea of a final failure of the talks. Therefore, it should not be immediately interpreted that the parties are approaching quickly, but neither that the talks have stalled in a dead end.

From an institutional perspective, maintaining the dialogue is a positive signal, because the alternative is the deepening of the political deadlock and the prolongation of the crisis in the functioning of institutions. However, the melting of the blockade will not come simply as a result of meetings, but from the readiness of political leaders to review their red lines and to create a formula that allows both sides to present the agreement as politically acceptable,” he underlined.

Among other things, the professor added that an LVV-LDK agreement is not inevitable, but that it will depend on the negotiating ability of the parties.

“As for the coming weeks, it would not be surprising if the negotiations continue for some time, since political and institutional pressure for the full constitution of institutions is increasing. However, an agreement is not guaranteed. It will depend on the ability of the actors to turn the common interest in overcoming the crisis into a concrete political compromise. Until then, the leaders’ statements should be seen more as signals that the door to negotiations remains open, rather than as indicators that the agreement is already close,” concluded Nijazi Halili for “Bota sot”.

Haziri: The Only Solution to Avoid Elections and Have Functional Institutions Is for Mr. Kurti and LVV to Give Up the President’s Post

On the other hand, analyst Nexhat Haziri expressed pessimism about the possibility of an agreement between LVV and LDK, despite Haxhiu’s statements.

In his conversation with “Bota sot”, he argued that he bases this on the internal political dynamics within the LDK and on the approach of LVV and the offers it has made to other parties.

“Despite Mrs. Haxhiu’s statement, as acting President of the country, I am not at all optimistic that we could see an agreement between LVV and LDK for a possible coalition. And this is not only because of the internal situation in the LDK, where a vote of confidence for the current chairman, Abdixhiku, is expected, but also because of an unserious approach from the LVV side, regarding the offer made to opposition parties.”

Moreover, Haziri assessed that an LDK-LVV coalition does not guarantee the unblocking of this situation.

The only way for this agreement to succeed and for new institutions to be created, according to him, is for LVV to give up the president’s post.

“Even in the most favorable case, that LVV reaches a coalition with the LDK, this coalition still does not guarantee that we can have new institutions and an exit from the crisis, which again could lead us to new elections.

The only formula to avoid elections and to have functional institutions is for Mr. Kurti and LVV to give up the President’s post, and as a compromise, this post should belong to the opposition. Otherwise, we must prepare for new elections,” concluded Nexhat Haziri for “Bota sot”.
