The names were officially confirmed following the completion of the process to verify compliance with the requirements established by law. The procedure was launched by the Supreme Court on June 26, 2026, and is intended to elect three new members of the HJC: one judge from the courts of first instance, one from the courts of appeal, and one from the Supreme Court.
According to the announcement, the verification was conducted pursuant to Law No. 115/2016 “On the Governance Bodies of the Justice System.”
Following the completion of this stage, the Supreme Court officially announced the candidates who meet the legal requirements.
Following the procedure announced by the Supreme Court on June 26, 2026, for the election of one judge from among the judges of the courts of first instance, one judge from among the judges of the courts of appeal, and one judge from among the judges of the Supreme Court as members of the High Judicial Council, and following the completion of the process to verify compliance with the legal requirements, pursuant to Law No. 115/2016 “On the Governance Bodies of the Justice System,” the Supreme Court officially announces the final list of candidates who meet the legal requirements to be elected members of the High Judicial Council, as follows:
Arbena Ahmeti – Supreme Court
Sandër Simoni – Supreme Court
Igerta Hysi – Special Court of Appeal for Corruption and Organized Crime
Fatri Islamaj – Tirana Court of Appeal of General Jurisdiction
Matilda Llangozi – Tirana Court of First Instance of General Jurisdiction
Brunilda Kadi – Tirana Court of First Instance of General Jurisdiction
Manjola Xhaxho – Tirana Court of First Instance of General Jurisdiction
The General Assembly of Judges for the election of members of the High Judicial Council will be held on September 25, 2026, at 10:00.
