Ministry sends back 19 Pristina decisions, Pacolli says they lack a legal basis

Minister Fitore Pacolli announced that the Ministry of Environment and Spatial Planning has sent back 19 decisions by the Pristina Municipal Assembly concerning the designation of locations for various projects.

According to her, the decisions are not supported by law and conflict with current spatial planning documents. Pacolli stressed that sending them back is not intended to obstruct the projects, but is related to the lack of a legal basis.

In her response, she criticized the administration of Përparim Rama, describing it as based on improvisation and legal violations. Pacolli said that, during his five years at the helm of Pristina, the mayor had not acted in accordance with the rules required for public projects and urban development.

She added that land-use designations and urban parameters must be determined in line with approved plans and the laws of the state, rather than according to immediate interests or agreements that, she claimed, are advanced through municipal assembly members. Pacolli also claimed that decisions sent back for lacking legal support are followed by complaints about projects being blocked.

“No one obstructs you when you act properly; disregard for the law and a lack of transparency are what create obstacles,” she said.
