The Democratic Party of Kosovo has announced that it will not take part in the continuation of the constitutive session of the Kosovo Assembly, scheduled for today, September 13, 2026.

In a statement to the media, the PDK announced that it would refer the delay in the constitution of the Assembly to the Constitutional Court.
The decision was made public after the Vetëvendosje Movement announced that it would vote for the two candidates proposed by the PDK and LDK for the posts of deputy speakers, Vlora Çitaku and Kujtim Shala.
The PDK said the process had been accompanied by missed deadlines, repeated blockages and new political conditions imposed by the Vetëvendosje Movement.
According to the PDK, the Assembly should have been constituted within the 30-day deadline, no later than August 7, in accordance with the Constitution and Constitutional Court Judgment KO124/25. The party maintains that LVV failed to respect this deadline and subsequently set a new deadline, September 6, which was also not met.
The PDK emphasized that, despite these developments, it had agreed to take part in Assembly sessions even after the deadlines had expired, with the aim of bringing the process to a conclusion, particularly given September 16 and the major decision expected in The Hague.
The party took part in the sessions of September 9 and 11, which were convened at the invitation of the Vetëvendosje Movement. However, according to the PDK, both sessions were obstructed by LVV through new justifications related to the election of the opposition deputy speakers.
The PDK said it had supported LVV’s candidate for deputy speaker of the Assembly, while LVV did not vote for the PDK’s candidate, despite its public promise. According to the party, this demonstrates that the positions of the Vetëvendosje Movement change depending on political interests.
The Democratic Party of Kosovo considers it unacceptable for the vote on the deputy speakers to be linked to the way the opposition will vote for the President of the Republic. Its position states that the constitution of the Assembly is a constitutional obligation and cannot be conditioned by political agreements.
The PDK announced that it would no longer continue taking part from one session to the next in a process where the conditions constantly change and new obstacles emerge. It said that participation in another session would not guarantee the conclusion of the process or the absence of new demands.
According to the statement, PDK experts are preparing the case that will be sent to the Constitutional Court and will cover the process in its entirety. Until the court reaches a decision, the PDK says it will not take part in Assembly sessions.
Earlier, Vetëvendosje Movement MP Arbëreshë Kryeziu-Hyseni had called on the PDK and LDK to take part in today’s session for the constitution of the eleventh legislature.
Before entering the Kosovo Assembly building, Kryeziu-Hyseni explained that LVV had changed its position on voting for Vlora Çitaku and Kujtim Shala following discussions within the parliamentary group and a decision by the party leadership to support the two names, with the aim of unblocking the process.
She said she hoped the opposition parties would change their position and take part in the vote, referring to the judgment which, according to her, makes the participation of MPs mandatory for the constitution of the Assembly and the continuation of other processes.
At 9:53 a.m., PDK MP Arian Tahiri had not given a final answer as to whether the party’s MPs would take part in the session. He said the parliamentary group was holding a meeting and that the decision would be announced shortly in a statement.
The chairman of the Democratic League of Kosovo, Lumir Abdixhiku, was the first to enter the Assembly building, where the constitutive session was expected to be held.
The session was scheduled to begin at 10:00 a.m., with the fourth item on the agenda being the election of the Assembly’s deputy speakers.
The meeting was called by Assembly Speaker Albulena Haxhiu after the vote on Vlora Çitaku failed during Friday’s session. LVV MPs abstained at the time on the PDK candidate, who failed to secure the votes needed for the post of deputy speaker.
During the same session, the Assembly elected Ardian Gola of LVV as deputy speaker.
After the vote on Çitaku failed, the PDK decided not to take part in further constitutive sessions. Several hours later, another session was called on the same day, but PDK MPs did not attend.
The LDK had stated that Kujtim Shala’s candidacy could not be put to a vote before the PDK candidate was voted on, calling for the procedure to follow the appropriate order.
On Sunday evening, LVV announced that it would support both candidates for deputy speaker, the PDK’s Vlora Çitaku and the LDK’s Kujtim Shala. The party expressed hope that their election would pave the way for the continuation of the institutional process and would not obstruct the election of Kosovo’s next president.
However, the PDK concluded its position by requesting that the Constitutional Court address the matter, objecting to the missed deadlines, new conditions and political bargaining.
