The initiative would establish a legal basis for a state mechanism to verify assets when the legality of their origin is called into question and set out confiscation procedures in cases provided for by law.

The establishment of the State Bureau for the Verification and Confiscation of Unjustified Assets is seen as an important initiative to strengthen the rule of law, combat corruption and increase accountability in asset management.

In Kosovo, the issue has previously been discussed in political and legal circles. Debates have focused particularly on the institution’s powers, the methods for verifying assets and the protection of citizens’ constitutional rights.

One of the main challenges is establishing an effective mechanism for addressing unjustified assets without undermining legal certainty, property rights or due process standards.

Lawmakers are expected to discuss the content of the bill, including provisions on the Bureau’s organization and operation, its powers and the procedures to be applied.

The committee review marks a stage in the parliamentary process for this bill, which aims to help prevent illicit gains and strengthen institutional oversight of assets.
