Ina Zhupa: “Flamingo Mirror” is propaganda; citizens demand repeal of Law 21/2024

Ina Zhupa, chair of the Committee on Culture, Tourism and the Diaspora, has criticized Prime Minister Edi Rama’s publication of “Flamingo Mirror,” calling the initiative an attempt at propaganda rather than genuine transparency.

According to Zhupa, citizens and European institutions are calling for the repeal of Law 21/2024. She said she submitted an initiative to repeal the law to Parliament on May 14.

Zhupa also criticized the way documents concerning the Pishë Poro–Nartë area have been published, particularly those related to work in Zvërnec. She called for the release of all materials concerning the application for an infrastructure construction permit, the decision of the National Territorial Council, and the complete documentation on procedures, permits and assessments.

“Flamingo Mirror is a mirror of propaganda, not the transparency citizens are asking for,” Zhupa said, calling for the documents to be published in full.

Citizens are demanding the repeal of Law 21/2024, while Edi Rama is responding with a propaganda mirror like “Flamingo Mirror.”

According to Zhupa, the prime minister is trying to persuade citizens with another propaganda scheme, even though citizens and European institutions have called for the law’s repeal, and she submitted an initiative to Parliament on May 14.

Zhupa said that publishing the law itself on another page is being misleadingly presented as transparency. She added that the Constitutional Court’s request that left Law 21/2024 in force has also been published in the same way. She called the decision shameful and said it had been repudiated by a European Parliament resolution.

Her response also mentions Council of Ministers Decision No. 596 concerning the Pishë Poro–Nartë area, which has been challenged before the Constitutional Court. Zhupa argued that the decision changed the area’s protection regime, moving it from category IV to category V and removing its previous sub-zoning.

She stressed that these changes are the main point of contention, while, in her view, Edi Rama sees them as a basis for construction.

Zhupa called the situation “a huge mockery” and asked why the documents had not been published in full if the aim was genuine transparency.

She called for the release of records showing what happened in Zvërnec, where the area was fenced off and trucks and excavators entered.

Among the documents she wants published is Application No. 3218 Prot., dated April 28, 2026, for an infrastructure construction permit covering fencing and preparatory work for access roads.

Zhupa also called for the publication of Decision No. 05, dated April 29, 2026, by the National Territorial Council, which approved the permit.

She further called for the release of all documentation on the procedures, permits, assessments and decisions related to work in the area, as well as any material concerning the Zvërnec projects presented in “The Albanian Files.”

“This is staged transparency. Flamingo Mirror is a mirror of propaganda, not the transparency citizens are asking for,” Zhupa said.

According to her, citizens already know the situation and do not need a mirror to show them the grim reality. Zhupa said they want Edi Rama to resign, which they consider the only way to change the situation and protect the country.
