Former judicial police officer sentenced to 2 years and 8 months in prison for revealing investigation into Elvis Doçi’s group

The Special Court against Corruption and Organized Crime has found former judicial police officer Igli Haxhiaj guilty of several charges, including abuse of office. He was suspected of leaking information from the investigation into the group led by Elvis Doçi, known as Visi i Pojës.

The judicial panel initially sentenced Haxhiaj to 4 years in prison. Due to the application of an abbreviated trial, the sentence was reduced by one-third, bringing the final sentence to 2 years and 8 months’ imprisonment.

The sentence will be calculated from November 27, 2025, and will be served in an ordinary-security penitentiary institution. The former officer has also been barred from holding public office for 5 years and has been ordered to cover the costs of the preliminary investigation and court proceedings.

After decrypting communications on the SkyECC application, SPAK obtained a large number of conversations between Haxhiaj and Denis Myftiu, who is accused of being a member of the criminal group. The communications discussed arrangements involving the provision of information in exchange for payments ranging from 5,000 to 15,000 euros.

The Special Prosecution Office against Corruption and Organized Crime asked the Court to hear the criminal case against defendant Igli Haxhiaj. He was charged with the criminal offenses of “Abuse of office,” “Disclosure of secret acts or information,” and “Passive corruption of judges, prosecutors and other officials of justice bodies,” as provided for respectively by Articles 248, 295/a, paragraph (3), and 319/ç of the Criminal Code.

The proceedings were conducted under the abbreviated trial procedure. At their conclusion, the Special Court of First Instance against Corruption and Organized Crime, with a judicial panel composed of judges Atalanta Zeqiraj, Marinela Osmani and Besmir Stroka, issued Decision No. 63, dated July 30, 2026.

For the criminal offense of “Disclosure of secret acts or information,” provided for by Article 295/a, paragraph 3 of the Criminal Code, Igli Haxhiaj was found guilty and sentenced to 2 (two) years in prison.

The Court also found Haxhiaj guilty of “Passive corruption of judges, prosecutors and other officials of justice bodies,” under Article 319/ç of the Criminal Code, imposing a sentence of 3 (three) years and 6 (six) months in prison for this charge.

For the charge of “Abuse of office,” provided for by Article 248 of the Criminal Code, the defendant was found guilty and sentenced to 2 (two) years and 6 (six) months in prison.

Pursuant to Article 55 of the Criminal Code, the sentences were merged, and Igli Haxhiaj was given a single sentence of 4 (four) years in prison.

Subsequently, under Article 406 of the Code of Criminal Procedure, the sentence imposed was reduced by 1/3 due to the abbreviated trial. Consequently, Haxhiaj was ultimately sentenced to 2 (two) years and 8 (eight) months in prison.

The calculation of the sentence begins from the date of his detention, November 27, 2025. In accordance with Law No. 81/2020, “On the rights and treatment of prisoners and pretrial detainees,” the sentence must be served in an ordinary-security prison.

Pursuant to Article 35 of the Criminal Code, Igli Haxhiaj loses the right to hold public office for 5 (five) years.

All expenses incurred during the preliminary investigation, as well as court costs, will be borne by the defendant, Igli Haxhiaj.

The decision may be appealed before the Special Court of Appeal against Corruption and Organized Crime within 15 (fifteen) days, a deadline beginning on the day after notification of the reasoned decision.
