Leli Kaja, administrator of eco-elb SHA, was arrested after accepting an envelope containing 4 million old lek. The serial numbers of the banknotes had been recorded earlier by SPAK, while the money is suspected to have been requested from and given to the Elbasan incinerator official in exchange for his inaction in a legal procedure.

The investigation lasted four days and began after a referral from the National Bureau of Investigation, which is also examining other suspicious relationships with economic operators. As part of the operation, several mobile phones and various documents were seized.
Kaja has held the position of administrator of eco-elb SHA since October 2022. On Thursday, he is expected to appear before the Special Court for a security measure hearing.
The hearing is expected to take place under special circumstances, as lawyers have announced a boycott of security measure hearings at the Special Court. They have also withdrawn the list of ex officio lawyers, otherwise known as state-appointed lawyers.
