On Thursday, at the Basic Court of Pristina, the initial hearing for the case of the 2022 barricades in Zveçan could not be held due to the absence of defendant Nenad Orloviq and the defenders of Dushan Maksimoviq and Sërgjan Vuçiniq, namely lawyers Millosh Nikoliq and Bogdan Llaziq. For this reason, the two lawyers were each fined 500 euros.

This case focuses on six people: Dushan Maksimoviq, Millosh Radosavljeviq, Nemanja Joloviq, Dushan Dobrac, Sërgjan Vuçiniq, and Nenad Orloviq. They are accused of criminal acts against the constitutional order, specifically for obstructing traffic on the roads of Zveçan during 2022, according to reporting by “Oath for Justice”.
Earlier, in the hearing of August 31, 2026, the procedure was separated for defendants Radosavljeviq and Dobrac, after they reached an agreement with the Special Prosecution to admit guilt. The court approved this agreement, sentencing Radosavljeviq to nine months in prison, and Dobrac to one year of deprivation of liberty.
During today’s session, the trial judge, Rrahman Beqiri, emphasized that lawyer Nikoliq was present at the previous hearing and had personally heard the new date, but did not justify his absence at all. Defendant Maksimoviq added that he had met his defender on Monday and they had agreed that he would appear, but he did not know why he did not come.
Similarly, for lawyer Llaziq, the judge emphasized that he was regularly notified with an electronic summons, but gave no explanation for his absence. His client, Vuçiniq, said that the day before he had spoken by phone with Llaziq and he had confirmed his participation, so he had no information why he was absent.
Regarding defendant Orloviq, Judge Beqiri reminded that the same prior assessments apply – he has relocated to Serbia and is not present.
Subsequently, with a separate decision, the court fined lawyers Nikoliq and Llaziq 500 euros each, because they did not justify their absence. “Since the defenders were duly summoned and did not appear without justification, the court issues this decision: Millosh Nikoliq is fined 500 euros and the same for lawyer Bogdan Llaziq,” explained Judge Beqiri.
Also, he warned that if the lawyers do not appear at the next hearing and do not give valid reasons, then the court will take measures to move forward with the initial session, not excluding the possibility of assigning official duty defenders to the defendants.
To preserve the right to defense of choice, the initial review hearing was interrupted and will continue on another date. For the present parties, this date serves as regular notification, while the two absent lawyers will be invited again with formal summons.
Participating in this hearing were special prosecutor Admir Shala, defendant Dushan Maksimoviq, lawyer Donjeta Leka as defender of Nenad Orloviq, defendant Sërgjan Vuçiniq, and defendant Nemanja Joloviq together with his defender, lawyer Rastomir Petroviq.
The Kosovo Special Prosecution raised the indictment on June 10, 2026 against the six aforementioned individuals for acts against the constitutional order, specifying the blockade of roads in Zveçan during December 2022. According to the dossier, the criminal group was led by Milan Radoiçiq, who continues to be out of reach for justice, consequently the investigations against him have been suspended.
The indictment describes that the group headed by Radoiçiq planned the strategy, coordination, and logistics to build barricades and to dig holes at strategic points in the north of the country. In a notice, the Special Prosecution announced that for 11 other suspects, including Radoiçiq, the investigations have been suspended because they are inaccessible to the criminal prosecution bodies.
In the first count of the indictment, Dushan Maksimoviq, Millosh Radosavljeviq, and Nemanja Joloviq are described as participants in an association to attack the constitutional order with force, by placing trucks with gravel, excavators, ambulances, and other vehicles on the roads, as well as digging positions near the barricades. They are accused of “Association for unconstitutional activity” under the Criminal Code.
Dushan Dobrac, in the second count, is accused of the same criminal act, as well as “Obstruction of an official person in the performance of duty.” According to the prosecution, after the arrest of Dejan Pantiq on December 10, 2022 in Jarinje, illegal structures and criminal groups were immediately activated to block the road from the village of Rudar towards Jarinje, in order to prevent Pantiq from being brought before justice bodies.
In the third count, Sërgjan Vuçiniq, in the capacity of cleaning chief at the company “Standard,” is accused that together with others he used the company’s vehicles to erect barricades, immediately after the news of Pantiq’s arrest spread. He faces the charges of “Association for unconstitutional activity” and “Obstruction of an official person,” including cooperation with defendant Nenad Orloviq.
Nenad Orloviq, as a worker of the same company, masked and in cooperation with an unidentified person, is accused of actively participating in blocking the roads in the village of Rudare and at the intersection of the Technical School in North Mitrovica. He is also charged with the two criminal acts mentioned above.
The dossier also reveals that on December 28, 2022, in a meeting held in Rashkë, Serbia with the presence of Milan Radoiçiq, former mayors of northern municipalities, and former police members, Serbian President Aleksandër Vuçiq asked for the removal of barricades after the release of Dejan Pantiq. This meeting is mentioned as the moment when the end of the blockades was decided.
Furthermore, investigations showed that the defendants communicated among themselves and with other persons through the “Signal” and “Viber” applications. The dossier also includes the official of the Serb List and candidate for deputy, Igor Simiq, illustrating the coordination network of actions in the north.
