The European Council has decided to appoint Portuguese diplomat Antero Lopes as head of the European Union Rule of Law Mission in Kosovo, EULEX.
His first mandate will last 10 months and will begin on 10 August 2026. Lopes will take over from Italian Giovanni Pietro Barbano.

According to the announcement, Lopes is a senior Portuguese official with an international profile, engaged in diplomacy, the rule of law and security sector governance. He has more than four decades of experience at national and international level, including more than 25 years of work with the UN.
His career includes service with the UN Protection Force in Croatia and Bosnia and Herzegovina, UNPROFOR, as well as six years with the UN Interim Administration Mission in Kosovo, UNMIK. The announcement stresses that this experience has given him extensive expertise in strategic leadership, crisis management and cooperation with governments and international partners.
