A Parallel Health Ministry Is Being Set Up”/ Këlliçi: September Bill Paves the Way for a Monopoly, SPAK Must Intervene

Belind Këlliçi has leveled accusations against Prime Minister Edi Rama, claiming that a new bill is intended to create a parallel structure within the healthcare system. According to him, the draft is expected to be approved in September and will grant a company broad powers over the sector.

In a Facebook post, Këlliçi said the proposed company would oversee the tendering, storage and distribution of medicines and medical equipment, as well as other logistical and strategic processes related to healthcare.

He described this mechanism as a “parallel Health Ministry” with full powers. He claims that control of the structure could be entrusted to Israeli businessman Sani Sanilevich, described as a close friend of Edi Rama and Albania’s honorary consul in Israel.

Këlliçi said the creation of this company would give a major business control over medicines, healthcare equipment and all logistics-related operations in the sector, from tendering to storage and distribution.

According to him, the project conceals the interests of Edi Rama and his associates, while the new structure could become a monopoly with absolute power over the healthcare sector.

He also claims that Sani Sanilevich, in addition to being a businessman and Albania’s honorary consul appointed with Edi Rama’s signature, covered the Albanian prime minister’s travel expenses for a visit to Israel several months ago, during which Rama also delivered a speech in parliament.

Këlliçi recalled that Israeli media had also reported on an earlier visit by Edi Rama to Sanilevich’s private farm. According to those reports, the trip was almost secret, but was disclosed by the Israeli authorities.

He went on to say that the Israeli businessman has been rewarded for his relationship with and services to the prime minister. Sanilevich is the founder and a shareholder of Jet Bank, the country’s first digital bank, which, according to Këlliçi, was licensed quickly and without transparency.

Këlliçi also claims that the same individual is behind a company registered in Durana, which he calls Edi Rama’s tax haven in Albania.

According to him, Sanilevich and his partners have numerous interests in Albania. In addition to resorts, they are focusing their attention on healthcare, not only by establishing a private hospital but also by seeking to take control of the entire sector through the company that Edi Rama is expected to create in September.

Këlliçi also cited previous statements by the prime minister that, with Israeli expertise, Albania would become a major and advanced healthcare hub in the region.

However, he accused Rama of concealing the business interests and the project, which, according to him, is intended to establish an absolute monopoly over medicines, equipment, tenders and every operation related to healthcare services.

In this context, Këlliçi also linked the issue to reports that Health Minister Sala has refused to sign the bill and is therefore facing dismissal.

He considers this stance a smart move, describing the project as a scandal bigger than the sterilization and check-up concessions. According to him, the minister’s fate could be even worse than that of Ilir Beqaj.

Belind Këlliçi said he would continue working every day to bring transparency to what he calls an affair, while calling on SPAK to act before the bill is approved.

“SPAK still has time to wake up and prevent a serious financial crime involving the lives and health of citizens, which Edi Rama has planned to implement in September,” he said.
