The process of constituting Parliament, which was scheduled to conclude on August 6, has been interrupted after acting Prime Minister Albin Kurti called for further talks with the political parties on the issue of the president.

In his remarks, Kurti spoke about the steps toward establishing the institutions, contacts with political entities, and the need for cooperation to preserve institutional stability and continue democratic processes, “Bota sot” reports.
The prime minister said that meetings on the constitution of the institutions began immediately after the certification of the results. He thanked Bedri Hamza, chairman of the Democratic Party of Kosovo, for the meeting, as well as Lumir Abdixhiku, leader of the Democratic League of Kosovo, for the meetings that had taken place.
According to Kurti, the dialogue was suspended because of internal developments within the LDK and resumed only this week. He said that talks were also needed with the PDK and AAK, although the refusal of both parties had been made clear.
Kurti stressed that the June 7 elections were caused by the failure to elect a president in April. According to him, progress must be made jointly, while the broadest possible agreement is needed on a unifying president, in line with the constitutional order to which they swore allegiance today. He emphasized that the constitution of Parliament must not once again lead to its dissolution and early elections, which he described as unreasonable, unnecessary for citizens and harmful to the economy.
The Democratic League of Kosovo agreed for the talks to continue today as well, while the PDK and AAK are standing by their decision to remain in opposition.
Analyzing the latest developments for “Bota sot,” Professor Dr. Sadri Ramabaja says that the LDK is seeking the presidency with the aim of turning it into a second center of state legitimacy during political and constitutional crises.
Ramabaja considers this approach dangerous, but believes that the LDK is facing a historic opportunity. According to him, such an aim could lead the Republic toward a new cycle of institutional crises, while the spirit of the Constitution calls for a consensual president who enjoys broad political and public trust.
He says that the LDK could help overcome the political crisis if it puts forward two or three candidates with integrity, credibility and professional qualifications, regardless of whether they come from academia or the diplomatic sphere.
If the LDK does not nominate two or three such figures, Ramabaja warns that holding elections for a fourth time would be almost unavoidable. The political consequences, he says, could be particularly costly for the LDK itself.
The professor sums up the situation with the popular saying: “Take your pick.”
Asked about the PDK and AAK’s refusal to hold further talks with Kurti, Ramabaja describes the opposition as vulgar.
According to him, the opposition continues trying to impose its own political will on citizens, presenting it as the only path to protecting liberal democracy.
Ramabaja says that the most distinctive feature of today’s opposition in Kosovo is its vulgar spirit. According to him, although it is aware of this vulgarity, displayed especially through the blocking of institutions and the imposition of snap elections, it openly claims the right to behave in this manner, to use the language of J.O. Gasset.
He believes that the opposition is abusing the Constitution and insisting on presenting its political will to citizens as the only way to preserve liberal democracy.
In conclusion, Ramabaja says that this vulgarity, used as a political action, is contrary to the spirit of the Constitution.
According to him, the opposition does not stop presenting this “great path of the Buddhist spirit” as its highest commitment to avoiding “the masses’ weariness with politics.” He adds that its spokespeople, whom he calls a distinct species, justify themselves by saying, “we are ready for the separation of powers,” even though such political vulgarity runs counter to the constitutional spirit.
