Residents of the “Epidamn” neighborhood in Durrës, whose homes and businesses are threatened by the “TID” project, have achieved their first victory after nearly a year of ongoing protests. Prime Minister Rama has signed the repeal of the decision that provided for reconstruction in the city’s historic district.

The decision, signed by Prime Minister Rama on July 30, repeals Durrës Mandatory Local Plan No. 5, while the Ministry of Infrastructure and Energy has been tasked with its full implementation.
Architect Entela Koja, who is also a resident of the neighborhood, told News24 journalist Jorsena Brahimllari that the repeal prevents the demolition of several buildings. The “TID” project had taken their demolition for granted, relying specifically on the decision that has now been repealed.
According to Koja, this automatically changes the conditions on which the “TID” project was designed, meaning the project itself must also be revised.
However, the architect stressed that the new decision raises several important questions. She is calling for transparency to clarify which buildings previously included in demolition and expropriation plans will no longer be designated as such.
Koja believes this development fundamentally undermines the legitimacy of implementing “TID Durrës” in its current form. Following the decision by the National Territorial Planning Agency, around 20 of the 74 homes and properties initially designated for demolition and expropriation are no longer classified in this category.
