The World’s Most Powerful Intelligence Services, Ranked by 60 Experts

The United Kingdom’s MI6 tops the ranking of European intelligence agencies published by French media, with 251 points.

In the ranking compiled by “L’Express,” France’s DGSE places second with 169 points, while the Netherlands’ AIVD ranks third with 97 points. Fourth place is shared by Ukraine’s two services, the SBU and HUR, with 77 points each, while Germany’s BND ranks fifth with 62 points.

The intelligence services of Sweden, Norway, Estonia, Poland and Denmark also feature in the top ten.

The ranking was compiled by a panel of 60 international intelligence professionals. Drawing on their personal experience, each member selected five foreign services, awarding five points to the top choice and progressively lowering the score to one point for fifth place. Effectiveness and reliability were the main criteria on which the assessment was based.

After the top ten, the list also mentions ten other countries: Romania, Spain, Finland, Switzerland, Italy, Belgium, the Czech Republic, Lithuania, Portugal, Austria and Latvia.
