A coordinated operation by the Kosovo Police and the Kosovo Intelligence Agency (KIA) was carried out to detect and prevent activities that could endanger the country’s security.

Four suspects were arrested during the operation. The security authorities carried out the necessary procedures, while investigations continued with the aim of clarifying all the circumstances surrounding the case.
After the operation concluded, Interior Minister Xhelal Sveçla released details about it.
According to Sveçla, coordination between the Kosovo Police and the KIA is a crucial link in the fight against activities that endanger public security. He also emphasized that coordination between institutions is essential to protecting order and security in the country.
The operation drew considerable public interest and sparked debate over the ability of security institutions to prevent potential threats.
Shala: Coordination makes it possible to detect and neutralize threats before they materialize
Security expert Drizan Shala, speaking to “Bota sot,” described the operation as evidence of a high level of cooperation among the Kosovo Police, the KIA and justice institutions.
In his assessment, this coordination strengthens the state’s capacity to prevent and neutralize security risks, while also demonstrating that institutions in this field have enhanced their capabilities.
“The operation shows that one of the most important pillars of national security is interinstitutional cooperation among the Kosovo Police, the Kosovo Intelligence Agency (KIA) and justice institutions. In such situations, the KIA plays an essential role in collecting, reviewing and disseminating intelligence, while the Kosovo Police handles the operational aspects of investigations and arrests, always with the authorization and under the supervision of the justice authorities. Thanks to this coordination, the likelihood of threats being identified and neutralized before they take concrete form increases significantly.
From a security perspective, this operation demonstrates that Kosovo’s institutions have developed analytical and operational capabilities to respond on the basis of intelligence. They have shown that they can plan, coordinate and carry out complex operations. At the same time, this signals that institutional mechanisms can respond to risks stemming from organized crime, extremism, espionage or other forms of hybrid threats,” Shala said.
The expert further explained that the outcome of the operation should not be assessed solely on the basis of the arrests, as the completion of the investigations and the final outcome of the judicial process are also important.
He considered continued cooperation with international partners and investment in security capabilities essential, both to strengthen Kosovo’s security and to increase citizens’ trust in state institutions.
“The significance of this operation, however, is not determined solely by the arrests. Its strategic impact will depend on the continuation of the investigations, the securing of solid evidence and the completion of the judicial process in accordance with the highest legal standards. Only by following this path can the networks be fully dismantled and a deterrent effect created against similar activities in the future.
At the same time, uninterrupted cooperation with international partners, intelligence-sharing and investments in technology, analysis and professional training remain essential to further strengthening the security architecture of the Republic of Kosovo. Operations of this kind increase citizens’ trust in security institutions and send a clear message that any activity that harms the constitutional order and national security will be addressed professionally and in accordance with the law,” security expert Drizan Shala added for “Bota sot.”
Berisha: The main difficulties begin after the arrests
Security analyst Fidair Berisha also spoke to “Bota sot” about the issue. He said the operation reflected effective cooperation among the Kosovo Police, the KIA and justice institutions in confronting security threats.
According to him, the operation’s success cannot be judged solely by the number of arrests, but also by the securing of evidence and the case’s legal conclusion.
“From the perspective of a security analyst, I consider this operation an important example of the coordinated functioning of Kosovo’s security mechanisms. Cooperation among the Kosovo Police, the Kosovo Intelligence Agency (KIA) and justice institutions is crucial to detecting, investigating and preventing risks affecting national security and public order.
Naturally, such operations are based on operational intelligence, evidence and proper legal procedures, while this case shows that the security institutions responded to these threats at the right time. However, the success of an operation is not determined solely by the arrests made. It also depends on whether the arrests can be supported by solid evidence and whether the cases are concluded with court decisions based on the law,” the security expert emphasized.
Berisha assessed that such operations have a deterrent effect because they demonstrate that institutions are capable of cooperating in the face of threats. According to him, they also help strengthen citizens’ trust in security institutions.
He warned that the main challenge emerges after the arrests, when the investigation, the handling of evidence and the judicial process must be conducted professionally and in accordance with the law.
“From a national security perspective, I believe operations of this kind initially have a significant deterrent effect. They clearly convey that institutions have the ability to cooperate, share information and act in a coordinated manner against criminal networks or other types of security threats. At the same time, these operations strengthen citizens’ trust in security institutions, as long as they are carried out professionally, transparently and with full respect for human rights.
However, it must be understood that the difficulties begin after the arrests. At this point, responsibility shifts to the investigative and judicial stages, where protecting the integrity of the evidence, continuing institutional coordination and respecting the presumption of innocence until a final ruling is issued are of fundamental importance. Only a comprehensive, professional and law-based process can produce long-term results in the fight against organized crime and in strengthening national security,” security expert Fidair Berisha concluded for “Bota sot.”
