After the Law on the Specialist Chambers was returned to Parliament, Alliance MP Burim Ramadani said lawmakers had no way to intervene in its content. President Justina Shiroka-Pula did not decree the law.
In a Facebook post, Ramadani described the president’s decision as the use of a veto. According to him, Parliament cannot change any article or paragraph of the returned law, but it can override the presidential veto with 61 votes. If those votes are secured, the law enters into force unchanged.

Ramadani explained that without 61 votes, Parliament confirms that the law no longer exists and the entire procedure must start from scratch.
He accused those who claim the law was returned for improvement of concealing the truth and misleading the public. According to Ramadani, an honest explanation would be that the law was returned so the process could start again from square one.
On Thursday, President Justina Shiroka Pula returned to Parliament for reconsideration the law limiting the jurisdiction of the Specialist Chambers. The decision came moments after the PDK, the political entity that had sponsored the document, called for its return.
