A document shared on social media presents a request by “Albanian Highway Concession” (AHC), the concessionaire for the Milot–Morinë motorway, to raise the toll from 5 to 8 euros. This would represent a 60 percent increase, but there is still no official confirmation of either the document’s authenticity or any approval of the request.
For passenger cars, the Concession Treatment Agency, ATRAKO, lists a base toll of 5 euros, including VAT. On the calculation of tolls by vehicle category, the agency’s official website cites clauses 11.4.3 and 11.4.4 of the contract.

The circulating material is presented as a memo prepared by the Milot–Morinë Project Implementation Unit at Albania’s Ministry of Infrastructure and Energy for Minister Enea Karakaçi. It summarizes the concessionaire’s arguments for changing the toll, as well as the financial implications for the parties’ contractual obligations to each other.
In the photographed excerpt, AHC says the motorway toll has not changed since operations began in 2018. According to the company, the economic indicators that should be factored into toll indexation have changed in the meantime. In support of its request, it cites clause 11.4.4 of the concession contract and the indexation formula set out in it. The calculations presented for September 1, 2026, produce an index of 1.597 and a proposed toll of 8 euros, equivalent to 740 lek.
The company further argues that the lack of indexation has created a mismatch between actual and projected revenue, affecting the concession’s liquidity and financial performance. The memo also addresses the impact of exchange rate fluctuations, which the company wants included in the financial reconciliation between the parties.
If the request for passenger cars is approved and the new toll applies to every crossing, a round trip would cost 16 euros. At the base toll of 5 euros, the same journey costs 10 euros.
However, the images made public contain only excerpts from the memo outlining the company’s claims, not a decision authorizing the increase. The date and reference number are also not clearly visible.
Without official confirmation and access to the full documentation, the 8-euro amount remains only the toll requested in the circulating material.
