Kurti: Transfers were opposed by 15 Serbian officials, while four others left the civil service

The issue of salaries for officials suspected of being paid without working was raised by Democratic Party of Kosovo (PDK) MP Eman Rrahmani. In his response, Kosovo Prime Minister Albin Kurti explained that the former Ministry of Public Administration was responsible for placing 20 employees from the Serbian community in positions, as part of their integration into the institutions of the Republic of Kosovo.

According to Kurti, from the moment their appointment acts were signed, these employees had not performed any official duties at the ministry. For this reason, during 2025, the Ministry of Internal Affairs, as the institution responsible for public administration, undertook to transfer them to other commissions within the ministry.

The prime minister stated that, following the transfer decisions, four of the officials left the civil service in connection with disciplinary measures. Meanwhile, 15 others challenged the decisions by submitting appeals to the Independent Oversight Board for the Civil Service of Kosovo.

In the same response, Kurti also addressed the termination this year of the employment contracts of 29 officials from the Serbian community at the Ministry of Environment and Spatial Planning and its subordinate institutions. He said that these officials were also known as members of Civil Protection, which his government declared a terrorist organization at the end of June 2023.

Of the 29 officials, 20 worked at the Ministry of Environment and Spatial Planning, seven at the Kosovo Environmental Protection Agency and two at the Kosovo Cadastral Agency. Kurti clarified that the contracts had been terminated because of continued absences from work and in support of recommendations from the National Audit Office, with the aim of addressing the irregularities identified.
