This Friday, the President of the Republic, Bajram Begaj, decreed the law amending the status of judges and prosecutors, giving his consent for it to enter into force immediately.

This decision aims to unblock the salaries of magistrates, which have not been executed since August 1, 2026.
According to the Presidency’s announcement, the Parliament had requested the immediate entry into force of the law, after the Constitutional Court’s repeal of the provisions regulating salaries had created a legal vacuum.
Due to this situation, the State Treasury could not make payments to judges and prosecutors.
The new law paves the way for the payment of arrears dating back to August 1, as well as ongoing salaries.
If ordinary procedures were followed, the law’s entry into force and the unblocking of payments would be delayed by 15 to 35 days.
The Presidency emphasizes that the consent for immediate entry into force is a constitutional instrument, justified by the need and urgency of the situation.
According to the President’s institution, constitutional debates on the level of salaries may continue in the competent instances, but the payments could be legally unblocked only through the entry into force of the new law.
The President argues that the decision protects an acute need and is directly linked to the judiciary’s independence, by ensuring the standard of living and stability of income for magistrates.
