The former head of the Fier Cadastre, Ertis Shehu, and entrepreneur Kastriot Hasko were arrested on Wednesday evening in Tirana, following an arrest warrant issued by the Prosecution of Fier. The suspicions relate to a large-scale scheme of forging property documents in the coastal area of Seman.

Preliminary information indicates that both individuals were subject to a months-long investigation by the Fier prosecution. Meanwhile, the State Police executed the security measures in the capital, continuing with further procedural actions.
According to sources close to the file, the whole matter came to light in the final months of 2024, only two months after the new General Director of the Cadastre, Lorena Goxhobelli, had taken the reins of the institution. The irregularities were discovered during a routine administrative check.
Immediately after this discovery, the case was referred to the Special Prosecution against Corruption and Organized Crime (SPAK). However, it is not yet known whether this institution has launched a full criminal investigation based on this referral.
Meanwhile, the Fier Prosecution took over the investigation, and after months of verifications and analysis of evidence, finalized the arrest warrants that were executed last evening. The investigators’ focus is on suspicions of manipulating land ownership deeds in the Seman area. The investigative team is working to complete the entire mosaic of evidence and to clarify the responsibilities of each person involved in this illegal activity.
