The Monitoring Mission of the Western Balkans Investment Framework (WBIF) has begun in North Macedonia as part of a high-level meeting organized by the Ministry for European Affairs, attended by representatives of the European Commission, the Delegation of the European Union, international financial institutions, line ministries, and implementing institutions.
In his opening remarks, First Deputy Prime Minister and Minister for European Affairs Bekim Sali said that the WBIF continues to be one of the most important mechanisms for supporting economic development, strengthening regional connectivity, and advancing the country’s European integration.

According to Sali, the work of institutions does not end with securing financial resources, as the real indicator of success remains the implementation of projects. “Our responsibility does not end with securing financing. The true measure of success is implementation. Every completed project means more opportunities for citizens, a more competitive economy, and a higher standard of living,” Minister Sali stressed.
He also pointed out that monitoring should be treated as a strategic governance tool, one that helps identify challenges at an early stage, enables more effective inter-institutional coordination, and supports results-oriented decision-making.
The meeting also addressed the main obstacles that arise during the implementation of infrastructure projects, including the capacities of implementing units, procurement procedures, changes in the scope of projects, coordination between institutions, as well as administrative procedures for permits and approvals.
Sali also underlined that the Reform Agenda and the Reform and Growth Instrument have established a more strategic approach to investment planning, while in the coming period the emphasis should be placed on increasing efficiency in implementation and guaranteeing concrete results for citizens.
Participants confirmed their shared commitment to strengthening monitoring mechanisms, building institutional capacities, and accelerating the implementation of strategic projects that affect economic development and bring the country closer to the European Union.
The WBIF Monitoring Mission will continue over the next two days with thematic meetings in the transport, energy, and environment sectors, as well as with a field visit to the Skopje Wastewater Treatment Plant project.
