Minchev: Knowledge and results, the pillars of the new public administration

The Minister of Public Administration, Goran Minchev, emphasized in an interview for “Sloboden Pechat” that the professionalization of public administration is a fundamental prerequisite for a functional state and for Macedonia’s European path.

According to him, the Government and the ministry he leads are undertaking a fundamental reform to create a modern, efficient administrative apparatus independent of party interference.

“Public administration is the circulatory system of the state. Without a quality, well-educated administration built on knowledge, a state cannot function,” declared Minchev.

He pointed out that significant reform steps have been taken recently with the adoption of systemic laws that for years had been part of the European Union’s recommendations. The Law on the Senior Civil Service, the legal solutions for administrative employees, and the establishment of the Academy for Public Administration Training constitute, according to the minister, the basis of the new institutional model.

Minchev emphasized that reform is not only assessed by the adoption of legal acts, but also by practical implementation and the transformation of institutional culture.

“The adoption of the law is just the beginning. The essence lies in its implementation. A genuine reform creates a system where everyone has the opportunity to advance through knowledge, skills, and concrete achievements,” he added.

Commenting on the Law on Equitable Representation, the minister clarified that it is a new solution drafted by experts, which for the first time regulates this principle with a separate law, including clear institutional mechanisms for monitoring implementation.

“Equitable representation and quality do not exclude each other. Our objective is to offer all citizens equal opportunities, while equipping institutions with the highest quality personnel,” emphasized Minchev.

At the end of the interview, the minister reiterated that public administration reforms are part of the country’s European agenda and will continue with an emphasis on professionalization, digitalization, training, and improving services to citizens. He added that the success of these reforms will be measured through the trust citizens have in institutions and the building of an administration that operates with speed, efficiency, and accountability.
