Minçev: New legal framework for public sector pay expected to be completed by end of 2026

The Ministry of Public Administration is preparing a reform to create a unified, transparent, and fair wage system in the public sector. Minister of Public Administration Goran Minchev said that currently institutions apply different rules, procedures, and practices, a situation that causes inequality and difficulties in setting the same standards for evaluating work.

Within the framework of this reform, a five-day mission of TAIEX experts began today, focused on building a single and harmonized wage system for the public sector. The mission was inaugurated by Minister Goran Minchev and the Chargé d’Affaires of the Republic of Greece, Christina Vassilatu.

During the mission, experts from the Greek Ministry of National Economy and Finance will present the experience of Greece’s Single Payment System. This model is based on centralized administration and harmonization of wages in the public sector.

“Our goal is to build a system where the rules are clear and equal for everyone, and the principle ‘equal pay for equal work’ is actually implemented throughout the public sector,” Minchev stated.

The Ministry is drafting the new legal framework for the wage system, while the plan envisages that the legal solution will be completed by the end of 2026. Its gradual and systematic implementation is expected to begin in 2027.

Minchev clarified that North Macedonia does not aim to copy a foreign model, but to study and adapt it to its own institutional, legal, and financial conditions, in order to create a functional and applicable solution.

According to him, the reform will aim not only at simplifying procedures, but also at increasing transparency, improving control over public funds, and providing better quality data for public policy-making.
