Minčev Warns: Law on Fair Representation Will Pass Even with a Simple Majority

According to Minister of Public Administration Goran Minčev, the new legislative proposal on fair representation was designed by a team of professionals in order to avoid the shortcomings of the previous solution. He stresses that this issue stems directly from the Ohrid Framework Agreement and constitutes a constitutional obligation. The executive has drafted a new legal text precisely to avoid a scenario similar to that of the balancer, which was struck down by the Constitutional Court. The document is currently in Parliament, but the process has been obstructed by DUI, Minčev declared for “Sloboden Pečat.”

Referring to this party’s resistance, the minister states that he finds no logic behind their objections. He explains that the law in question offers Albanians and other ethnic groups a specific mechanism to guarantee proportional participation. The main goal remains its adoption by what is known as the Badinter qualified majority, but if this proves unattainable, establishing a functional and enforceable legal framework takes absolute priority.

Once the draft law gets the green light, Minčev announces the creation of a coordinating body. This working group will include delegates from the Government, the Agency of Public Administration, academia, and the Ombudsman institution. Its primary task will be the preparation of a detailed methodology for implementing the principle of fair representation.
