Micevski: The use of electric scooters only for persons over 18, speed limit 20 km/h

Persons under the age of 18 will not be allowed to operate electric scooters, while their maximum speed will be limited to 20 kilometers per hour. At the same time, tougher punitive measures are envisaged, whereby in addition to a fine, the temporary seizure of the scooter for 30 days will also be enforced.

These changes are part of the new proposals to the Law on Safety on Municipal Roads, submitted by the majority and placed by the Assembly on the agenda of today’s plenary session.

Nikolla Micevski, coordinator of VMRO-DPMNE’s parliamentary group and one of the drafters of the amendments, said the initiative comes after analyses showed that around 2,000 people were involved in traffic accidents over the course of two and a half years. According to him, 46 of them lost their lives, while 556 suffered serious injuries, creating the need for a systematic regulation of light electric vehicles, namely scooters.

“The intervention concerns speed, meaning the maximum limit should be up to 20 km per hour, with the aim of reducing violations involving electric scooters. Likewise, the age limit is being raised, setting the minimum age at 18 for operating them. This limit is being raised because in more than half of the scooter accidents, they were operated by persons aged 16 and 17.

The proposal is rigorous, but we are leaving room for future amendments. In addition to the fine, the punitive policy is being tightened and the temporary confiscation of the vehicle for 30 days is also being proposed. I propose that the changes to the Law be adopted under a shortened procedure,” Micevski said.
